Windows Server 2003 Folder and File Permission Confusion

We have an ongoing issue where client folders with all the subfolders and files get moved inadvertently by our users (we have over 100 users). So far Domain Users have MODIFY ACCESS on everything.

Here's what we are looking to do, but unsure of the permissions to accomplish it:

1. We would like to prevent DOMAIN USERS from creating, deleting, changing, moving FOLDER A
2. We would like to prevent DOMAIN USERS from moving FOLDER B and FOLDER C
3. We would like DOMAIN USERS to have CHANGE PERMISSIONS (write, move, delete, add, etc.) on FILE B1, FILE B2, FILE C1, FILE C2

FOLDER A

----------FILE B1
----------FILE B2
-----FOLDER C
----------FILE C1
----------FILE C2
