Don't have permissions to run exe files

I am setting up up a new server, and for some reason it won't let me run the exe file to install the antivirus.  It is a zip file and when I tried to unpack it, it skips the exe files.  So I unziped it on another comptuer but when I try and run the exe i get "windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access them."  

I don't know why I can't run the file.  I have copied the files to the desktop.  I am loged on as the doman admin.  Why won't it let me run the file?  I can run the file as a domain admin on other servers.
