GPO Applies but then wont auto refresh although it works via a gpupdate

Hi Experts!

We're currently using a 2000 - 2003 mixed domain and have the domain fuctional level set accordingly.

Only recently have we started using GPO's as most of our users are Citrix based and we have local polocies on these servers.

As part of the testing process we have discovered that a computer will initially set the correct settings via the GPO (in this case IE proxy settings) but will then allow a user to change these settings. If a computer is then rebooted and the user logs on again the same settings that the user set are there and the GPO has not overwritten these settings. If we force a GPupdate the settings from the GPO then take effect and the correct settings are shown.

Microsoft say the policy should be refreshed on boot (for computer settings) at logon (for user settings) and whenever the refresh policy states.
