Keyboard settings not saved for roaming profile user in a domain

Hello all,

We have serious problem with keyboard language settings for roaming profile users. When logged on user (non-administrator) adds or removes keyboard language, these changes are not saved and not present when logging off and on again.

Example:
There are three keyboard settings in a profile (EN, CZ, SK). User removes CZ keyboard and saves the settings, leaving only EN and SK keyboards in the profile. When user logs on again, previously removed CZ keyboard is present again.

We have checked user's permissions on the profile folder, the user has full rights to his own profile folder. It happens with all users on random workstations, therefore, it's not workstation specific.
