'Show the clock' Checkbox Cleared After Logoff

I have an HP ProLiant DL320s Storage Server running Microsoft Windows Storage Server 2003 R2.  This is fully patched.  Whenever I check the 'Show the clock' checkbox, the clock will appear in the taskbar.  Whenever I logoff/reboot, the clock will be gone and the checkbox cleared on the next login.  I looked around and found a few registry edits, but these were all relating to Windows XP.

Any ideas?
