Utility Needed to Locate Process Causing Extreme Disk Activity

Excessive disk activity on a Windows Server 2003 file server is reducing file access performance. I need a utility/method that shows what process is consuming the most disk time (% Disk Time).
Please note that the Microsoft utility "Process Explorer" is inadequate: it shows I/O reads and writes for processes, but not % Disk Time for the processes.

Maybe something stupid, but have you tried chkdsk /f on all drives?
