Anyone sen this: the Application Lookup Service will not start?

Anyone seen this?

I have a Server 2003 SBS SP2. I recently installed 'System Restore' manually, so that I could back up the registry and system status whilst I was trying a few things.

Since then I have notice the error:

The Application Experience Lookup Service service failed to start due to the following error:
The executable program that this service is configured to run in does not implement the service.

I cannot start the service.
I have tried to manually register the dll (regsvr32 aelupsvc.dll) but get the error:

aelupsvc.dll was loaded, but the dllregisterserver entry point was not found.
This file cannot be registered.

I have a file copy of the registry and most of the related reg entries semed to be ok.

Any suggestions?
