But for some reason Google Chrome has been installed.....not sure how.

Is there a way that I can disable IE plug-ins from installing?

Whether programs can be installed depends on the program. For complex programs, users don't have enough permissions; they can't write to Program Files or %Systemroot%, they can't write to HKLM, they can't register dlls, ...
Haven't installed Chrome yet, but it's possible that it just doesn't need to write to protected locations and can be installed completely into a user's profile. Check where it has been installed, check the owner of the folder to find out who did it, and check if they really only have the permissions they need.
Just in case: note that Power Users have pretty much near Administrators privileges as well.

Don't give the users Administrator permissions...
