Active Directory replication failing due to KDC service

We have a DC running server 2003. We have a Terminal Services server running active directory also on windows 2003.  Users could not log in to the TS server, after looking at AD there was nothing there, under users and computer, domains and trusts or sites and services. could ping the DC by address and name.  But AD was not populating the the TS server from the DC. After some resaerch on google found the following site, http://support.microsoft.com/kb/325850 We reset the machine passwords and turned off the KDC service and AD poulated to the TS from the DC, we rebooted and turned the service back on and it would not populate to the TS, turned it off again and it populated, had users log in and now it appears that they are getting admin rights. Any ideas.

Sounds like a replication problem, can you post netdiag and dcdiag results from both DC's please?

I have just realised you have terminal services running on a domain controller!??

This is both a bad idea and not a recommended implementation.

I suspect this is the reason for your problems.  Why are you running terminal services on a DC?

There are two servers, one is a domain controller the other is a TS server. The TS server was actived as a backup domain controller primarily to backup active directory in the event of failure to the main domain controller.

Try to dcpromo the terminal server to make it a normal machine.. Having a DC (even i it is a backup one) running TS is indeed very very bad..
After you've done the dcunpromo, make sure to remove the machine from the domain and readd it, this should do the trick..

The problem is with the KDC service. I found it going through the Internet.
