There should be an openssh log in the /var/log directory. Please examine it for possible hints.
Maybe it's a permission problem, or openssh finds a wrong cygwin1.dll?

Hello everyone,
After migrating a physical win2003 server (SP1) running openssh server to a virtual environment (vmware ESX server), the openssh service could not start.
Error message: "Could not start the OpenSSH server service on local computer." Error 1067: The process terminated unexpectedly
Any ideas ????

I don't know much about openssh running on a windows box, but the service is probably bound to the NIC or IP address of that NIC. I'd check the configuration of openssh and make sure it is set to listen on the correct virtual NIC or the IP address set to that NIC.
