You have to add all those user accounts to the server. Also create groups for the shares and add the users to the groups, as it is easier to manage groups rather than individual users, and add the appropriate users to the group. Then share the folders with rights for "Everyone". Then select the folders and under the security settings of the file-system (not the share settings), select the group you want to have access for that folder, and give that group all rights. Also add the Administrators Group and make sure that has all rights. Remove the Everyone group or deny it rights.
Also make sure the users you create on the servers have the same password as on the individual PC, as in a Workgroup setup all accounts and passwords have to be stored locally and they aren't stored centrally and synced (that would be done in an AD environment).
