I verfied the settings and they (audit logon events and audit account logon everts) are both set to success.... but the policy is not enforced, could this be the issue?

Browse All TopicsI am having an issue with my LDAP authentication for my Barracuda Web Filter, the barracuda service tech said before he can trouble shoot any further he needs the event viewer>security logs to log all the Interactive Logon attempts to the systems (event ID's 523-553). How do you set the is the Default Domain Policy to log these events...I set up in local policies but this didnt work. I beleiive the Default Domain Policy is overriding these settings

You could enforce it, just make sure that enforcing it won't override any other settings you may have set closer to specific OUs.
Alternatively, you could run a Resultant Set of Policy on one of the servers you are trying to monitor, and see where its pulling its audit policy from, then modify that GPO.

Open the Group Policy Management Console, go to your Default Domain Policy, and edit it.
The settings you want are under Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> Audit Policy
Enable auditing for successes and failures for logon events and account logon events
