why does my wsus say install/downloaded ?

Tags: microsfft WSUS 3.0

i have alot of computers on my wsus that are at 99%
when i look at the report, i have about 12 security updates, all say install  and the status is downloaded. why are these installed ? i have the report filter on NEEDED, FAILED, NO STATUS.
meanwhile there are 100's that have been installed.
