Could make vpn connection from inside network. Connected laptop to WAN port of router and could not make connection. Conclusion is that the router is blocking. Will be installing new router tomorrow. More then.

Trouble setting up Server 2003 VPN
Using Comcast Internet with gateway connected to Netgear WGR 614; using Server 2003 RRAS set up for VPN connections.
Comcast gateway configured with "Disable Firewall for True Static IP Subnet Only" and "Disable Gateway Smart Packet Detection"; there are 5 static ips.
Netgear router has WAN interface set up for one of the static ips. Port forwarding for port 1723 to server. MTU =1450. Disable SPI Firewall is not checked.
Server 2003 has 1 nic. RRAS configured for inbound PPTP VPN.
Attempting to connect from Win XP Pro computer. Getting error 678 (remote computer did not respond).
RDP is set up to be forwarded to server and it works.

first check you can vpn to the server from the internal network - this will confirm that vpn is setup correctly on the server.
then look at your routers.
