Bat File to copy a shortcut

I'm trying to create a bat file to copy a shortcut to the all users desktop.  Normally I use this:
xcopy \\Weldc001\Scripts\shortcuts\HSM.url "%AllUsersProfile%\Desktop" /y

However, this is not working,.  The error says can't find HSM.:  The actually path is this which is linked to the shortcut:
"C:\Program Files\Internet Explorer\iexplore.exe" http://hsmprodwellington.corp.uhsinc.biz:7005

If I try to xcopy this I'm getting errors.

have you created the shortcut and placed it in the \\weldc001\scripts\shortcuts folder?

If you have created a Windows shortcut it will be HSM.LNK

Have you tried hsm.lnk instead (check it in dir command from dos or properties of the link in explorer)

xcopy \\Weldc001\Scripts\shortcuts\HSM.lnk "%AllUsersProfile%\Desktop" /y
