push IE7 via WSUS

Some of our XP workstations have Internet Explorer 6.  I asked the WSUS administrator to push IE7 to all of our machines.  He approved it but it's not installing.  He said that since IE8 was released, IE7 is no longer a "required" update and thus it won't be automatically installed.

We can't install IE8 right now due to incompatibilities with other software.

Is there a way to force WSUS to install IE7?

No, none of those links address this problem.  IE7 has been approved for deployment but it isn't installing on machines with IE6.

I have the redistributable, but manually installing it on every workstation is what I'm trying to avoid.
