Sounds like you might have selected the per server licencing mode for the server during install.
Go admin tools > licencing > server browser tab > select your server > properties
What's the mode here?
We are running in a Domain structure. We have 2 domain controllers and 2 remote sites. Our servers are Windows 2003 (latest SPs) and workstations are all Windows XP SP3.
We have a remote location that we have a private T1 passthru. Workstations at the remote location authenticate to the domain via this pipe.
Users typically can explore the network via Entire Network, DOMAIN and it will list all computers on the domain. However, without warning the system will not allow this at the remote location. Instead it will reply:
No more connections can be made to this remote computer at this time because there are already as many connections as the computer can accept
I found that restarting the DC's resolves this termporaly but it always comes back. LLS isn't active so I don't think it's a license issue. any help would be apprecaited.

This happens with browsing. How many PCs are at the remote location? Probably one of them is the master browser for that location.
Since they're XP, they can only have 10 simultaneous connections.

You may also want to (if you haven't already) check the event logs on the workstations that are having the problems and the domain controllers and check for errors.
Responding to the earlier responses, I doubt it's licensing at the server as this only happens at the remote location, when browsing through Entire Network. So if it NEVER happens to a site that hosts the servers, then it's most likely not licensing.
Another thing that you can do so they don't have to browse would be to map drives with a login script.

Symptoms: When attempting access a shared folder on a remote computer, you may receive this message No more connections can be made at this remote computer at this time because there are already as many connections as the computer can accept or This request is not accepted by the network. Try again later.
Causes: 1) The share that is configured to allows a specific number of connections, and that number of connections has been reached.
2) The 10 user connection limit has been reached if the remote computer is w2k/XP.
3. If you have Per Server licensing, the license limit has been reached
