nmap is almost an industry standard for doing port scanning
This is the latest Win32 installer:

Windows doesn't include any kind of port scanner by default. It looks like MS does have a scanning utility called Portqry.exe,

You can use a simple IP scanner like this one: an/free_ip _scanner.h tm

It even fills the IP range for LAN as the default when you launch it.
