By default any windows server 2003 comes with 2 remote sessions for administrators. Hence you get 3 sessions in total. One at the physical console and 2 Remote.
Once you go to terminal services configurations (start-?programs->Admin tools->ts configurations), in the mmc console on the right hand side it should tell you if you are running TS in remote admin mode or not. Anyways you would come to know if it is not taking more than 2 remote connections.
Technical Overview of Windows Server 2003 Terminal Services-http://www.micros
Advantages:

Benefits of TS include but are not limited to :
As BAAAASS states, user desktop virtualisaiton - all your staff can logon to one server providing a centralised point for installing/maintaining software and patches.
We have 2 satellite offices connecting into our TS environment as it offers the ability to shadow a user's session (great for fixing problems when a site visit is out of the question).
Also TS is good for remote access as users can log in the same way
Below Technet article on TS :

thanks for the comments.
i have developed a java application using sql server 2005 db,which users from different branches connect to the server at the HO to use the application.
giving users RDP connection, they have full right as an admin on the server.i mean they can disconnect a network connection on the server or go into sensitive start menu(Control panel and Admin panel).
one question, how many users can use RDP to concurrently work on the server.
i want to avoid the above situation.
As BAAAAS commented
2. Terminal Services for User Desktop Virtualization
if i disable TS,then users cannot connect the server via RDP.why??

Your first question: This Disable is on the "Terminal Server"
Your second question, sorry zolf, I am not sure that I understand, but I will give it a go:
No, RDP users does not have to be Admins (You don't add these users into the Admins Group) you can simply add these users to the "Remote Desktop Users" group on this RDP Server.
Second, you can use Group Policies to secure the server from these users.
Does this anwer help at all?
It works like this:
RDP (Remote Administration) - You only have 2 simultanious connections, but you don't need any TS licenses for this - however, according to the EULA, you are only allowed to use RDP for the purpose of remote administration
Terminal Services - You must purchase licenses for the users to use (you can purchase either Per Device CAL or Per User CAL), each user / device connecting to the Terminal Server must be licensed in order to use this Terminal Server for Desktop Virtualization.
TS is for sure the way to go. If you want to learn all about it (what it is, how it works, what is required, how to setup, etc) please read the free guide I wrote "Terminal Services A to Z" available for download at http://www.wtslabs.com. It is all you need.
You will learn how to set this up, how to lock it down, the licenses required and so on. Again, all this in one single guide.
Note that RDP only, gives you two connections AND does NOT track what is required to make an application multiuser aware. TS allows as many connections as your hardware can take AND monitors the application install to see what needs to be user specific so the app works properly. Big difference right there.
Again, read the guide. All this is there.

There are 2 types of Terminal Services:
1. RDP - Remote Desktop for Remote Administration
2. Terminal Services for User Desktop Virtualization
You can use RDP to remotely administer your server.
You can get all your users to log into the Terminal Server to use their daily applications.
