I don't think MS DNS supports LOC records.  I went so far as to manually edit the zone file in my test environment, and when I restarted the service, I found error 1600 in the DNS log:

"The DNS server encountered an unknown or unsupported resource record (RR) type LOC in zone file mydomain.local.dns at line 40.  Although the DNS server continues to load, ignoring this RR, it is recommended that you either correct the record type or remove this RR from the zone file.  The zone file is located in the %SystemRoot%\System32\Dns directory."

Needless to say, the LOC record did not appear in the DNS console.  Further research found this:

http://technet.microsoft.com/en-us/library/cc778837%28WS.10%29.aspx

You'll notice that RFC 1876 is not in that list.  Finally, there's this:

http://technet.microsoft.com/en-us/library/cc758321%28WS.10%29.aspx

As you can see, the LOC record type is not listed there.  All of this leads me to believe it's just not supported by MS DNS.  In case you're wondering, I found very similar results for Server 2008, so it doesn't look like it's supported there either.
