I will have to transfer FSMO, TS licensing
DNS is AD integrated
No EFS or user folders on 2003 DC
What is Microsoft's best practices with doing something like this?
I am a bit fuzzy with the changing the IP address and when to DCPROMO scenario

You could also change the 2003 IP first and then have the 2008 box have the new IP now.
What I'd do is keep the 2003 IP then promote the 2008 box make sure that is all well then after hours or on a weekend switch the IP and restart. The reason I say after hours is so you can troubleshoot any possible issues.

First thing promote the Windows 2008 server before renaming and changing IP you want to make sure replication has fully taken place and there are no issues. Once you have done this you can then demote the old server before giving the new server it's Name and IP address.
