Also, the shadow copy feature only makes copies of shares. To restore a folder, you would need to right-click in the blank area while browsing it's parent folder (since you can't click Properties of a folder that isn't there). Once you click Properties -> Previous Versions, then copy or restore the folder.
If this doesn't work, you will need to go to your backups. There are file/folder recovery tools out there for servers, but I've never had much luck with them.

MAYBE. IF you have volume shadow copy enabled for the drive you deleted it from and IF you deleted it recently, but not TOO recently.
Shadow copy kicks off on a schedule. If you save a file AFTER the last copy and delete it, then you cannot recover it since shadow copy never executed. Further, it's possible on a busy server that shadow copy does not make copies of every file every time, even when they are changed (I've not seen instances of this, but I've read that it's possible). Finally, windows only keeps the last 64 copies... so if you deleted the file 6 months ago and use the default shadow copy schedule, that file will be long PERMANENTLY gone (short of backups).
You would recover it from a client computer, not on the server. You would look at the properties of the containing folder and go to the previous versions tab.
Finally, shadow copy is NOT a substitute for backups, it supplements them. The OS must be in a working, running state to recover the data - and you cannot restore (except POSSIBLY if you have a disk image of all disks from the same point in time) a system with a clean install or similar and then access the copies.
