Re-install the admin tools from the adminpak.msi from any domain controllers Windows\System32 folder.

ok but when i tried to open adminpak.msi, it says that there is no program to open it...

You should ne running it.

Goto start > Run > adminpak.msi click OK

that was what i did exactly.. but it says there is no program and i should choose the program..

If you can not open Microsoft Installer files: (.MSI files), then you have another problem. For now, just download, then install the latest version of mmc as in this example.

Afterwards, we should figure out why file association to open .MSI files isn't working.

Is this the same domain controller you are wanting to do a repair install on?

Try this:

Start > Run > msiexec /i C:\windows\system32\adminpak.msi
click OK

Chief > I think there ate bugger problems here, the author also has another question regarding repair install of Windows 2003 :(

When you open dsa.msc what error message you encounter?

Some virus corrupts the .msc files.

Open adminstrative tool on domain controller,right click ADUC & select run as then try to open ADUC,i think it will work.

If you are not able to open only msc,goto regedit delete following key

HKLM\Software\Classes\.msc

but back registry before making an changes.
