Problem replicating sysvol-folder

I have a domain controller that has some corrupt files on the harddrive.
Therefore I decided to setup a new domain controller, and replicate everyting to the new one.

I was able to setup a new controller for the domain. AD is replicated without errors (as far as I cen see).

But it is not able to synchronize the Sysvol-folder.
I get an error saying that

The File Replication Service is having trouble enabling replication from \\server1.domain.local to SERVER2 for c:\windows\sysvol\domain using the DNS name \\server1.domain.local. FRS will keep retrying.
 Following are some of the reasons you would see this warning.
 
 [1] FRS can not correctly resolve the DNS name \\server1.domain.local from this computer.
 [2] FRS is not running on \\server1.domain.local.
 [3] The topology information in the Active Directory for this replica has not yet replicated to all the Domain Controllers.
 
 This event log message will appear once per connection, After the problem is fixed you will see another event log message indicating that the connection has been established.

I don't know what event log errors you're seeing, but here are some basic troubleshooting steps that might get you in the right direction:

Do you have many group policies? Take a look at the files in the sysvol folder.

You could back it up manually , remove the problem DC from the domain then restore the files on server 2 - into its sysvol.  ( I would take screenshots of the policies)

Also - the GPMC - group policy management console lets you backup group policies - that maybe the best way to back them up and restore them.
