Window 2003 Terminal Server

Our Window 2003 Terminal server, it sometimes goes up to 100% CPU and we need to reboot it ? Any idea how isolate the problem ?

Under Window 2003 R2 32 bit, will there be any benefit to increase the memory for increasing number of users to access ? (assume CPU and disk IO are not a issue).

How can we tell which process kill the CPU ?

Where values can I tell that CPU, memory or IO is enough or not ?
