Configuring desktop background/screensaver for Terminal Server RDP Sessions

Hi,

We currently have basic Windows Classic desktops on our Terminal Server sessions.
We would like to 'brand' our desktops with a jpg background and forced Marquee screensaver (with business strapline for wording)

Firstly, will this cause any performance/speed problems for our Terminal Server users?
Secondly, is there a way of forcing the wording for the screensaver via GPO?
