will the frontpage 2003 or SharePoint Designer 2007 option work for SharePoint Portal 2003?

Is there really no drop-down menu function on the Navigation Bar or have I gone completely banana's?
I've been playing around with SharePoint Portal Server for the past few days now customising the look and feel, now I'm at the point where I wasn't to create the page hierarchy. And to my surprise I noticed that any sub-pages I created were simply links within the parent page! Where is the drop-down menu functionality like in most other content management systems?
If Microsoft "forgot" to add it to their feature list, is there a free and easy way of adding my own?
Please Help!!

Sure there is if you want... edit the site in FrontPage 2003, or better yet, the replacement for that is Office SharePoint Designer 2007 which you can download the beta to use. There are tons of design elements that are available within those programs... and they're what Microsoft intended you to use to design the sites. So they didn't forget anything in that area!
