Make links in Sharepoint open in new window, Also can we add a "Top" area not just left and right

Hi

I am new to using sharepoint so have a couple of questions. Im using Sharepoint services 3.0 and have added some links to my homepage however when clicked they send the user away from the sharepoint site, is there a way i can change this so links open up in a new window.

Also by default you can drag web parts either to the left or the right of the page, is there a way to add a "top" area so that we have Top, Left and right, we want to add our discussion web part to the top area and have it go right accross the page

And lastly the question above with regards to creating the "top" area can this be done in sharepoint services 2.0 as i would like to do this with another client who is using 2.0
