Getting setup with sharepoint

Can someone lead me in the right direction for setting up sharepoint on a windows 2003 server with sql express.

I would like to have a web based area (intranet only) to house documents and revisions.  I would like to assign attributes to these documents.  I would also like to assign permissions to these to allow say one person upload a file and another person approve it.

I need a walk thru of some sort on how to get this setup.
