I assume your exchange environment is working correctly... we won't change anything there.
Basically, I recommending that you set up SMTP service on one of your MOSS servers, and then configure that as your mail server for sharepoint.
The SMTP service on the MOSS server should use your exchange server as a smarthost.
Basically, your MOSS server will be acting as a relay for MOSS related mail requests.

Odd that it is working for some emails and not others.
How do you have this setup?
Are you directly specifying Exchange as your mail server?
Or are you (as I recommend) using another server as a smarthost?
Either way... get logs (turn them on if you are using smarthost option) and see if anything looks wrong. Relay bounces, etc...
