error editing a shared service (SSP)

I'm having problems setting up MS Project Server 2007 with my Sharepoint 2007 configuration.  the problem occurs when I try and set up a shared service.  Firstly, when I do try it fails.  I solve the provisioning issue by changing the status in the object table from 3 to 0.  But when I click to try and edit the shared service, it comes up with the following error:

An unhandled exception occurred in the user interface.Exception Information: Value cannot be null.
Parameter name: uriString

does anyone know how to solve this?  I've read all the posts which make reference to the office sharepoint server search and I've tried restarting it.
