1) Check in your IIS, your central administrators web site and application pool are running. If it is stopped... just start it.
2) In the Internet Options on your myserver box, on the LAN connections do
you have checked the box to bypass proxy for local addresses? And
behind the Advanced buttons is http://myserver:25680/ listed in the
exceptions? The box should be checked and the site listed.

Mr Mike sharp i made that you said i change the local host for the name of my server, and i made another test, i type the address of my server and after the port, later show a window where ask for my user and password, of course i type the user and password for the server, and later did not show nothing

I checked the services and are working, talking about the settings for the proxy firewall i could not set it because i do not have proxy server, me user has dhcp and by default can get access to internet, what could be ?

Look in the IIS manager. Do you see the Central Admin website? You should be able to right click on it and select Browse, and have it open in the right side of the MMC snapin.
Also, look in Control Panel > Administrative Tools. Do you see a link for Central Administration?
If all else fails re-run the SharePoint Products and Technologies Configuration Wizard.

Are you running the browser on the server? That is, are you logged in via remote desktop/Terminal server, or connected through a console? Your browser on your desktop can't use Localhost, and connect to the server.
either way, you might try using the server name (whatever it is) instead of localhost:
