1) Check in your IIS, your central administrators web site and application pool are running. If it is stopped... just start it.
2) In the Internet Options on your myserver box, on the LAN connections do
you have checked the box to bypass proxy for local addresses? And
behind the Advanced buttons is http://myserver:25680/ listed in the
exceptions? The box should be checked and the site listed.

Are you running the browser on the server? That is, are you logged in via remote desktop/Terminal server, or connected through a console? Your browser on your desktop can't use Localhost, and connect to the server.
either way, you might try using the server name (whatever it is) instead of localhost:
http://myserver: 25680/
When I launch central admin, that's usually how the browser opens it, not using Localhost.
