Kammie, thanks for the interesting links, The one for codeproject did not have the copy.asmx in it.. so does anyone have any idea on what I need to install to get it installed?

From the guidance I'm seeing, Copy.asmx is included with WSS 3.0. See this for example;

So you can legally install it it seems.
The only installation guide I could find was for the older version of Sharepoint, though the file path locations are the same in WSS 3.0;
