Sharepoint people picker "no exact match was found"

I have a Sharepoint Services installation WSS 3.0 SP2. I am able to add domain users as farm administrators but I cannot add a domain user as a site collection administrator. It says "No exact match was found". I can only add a local administrative account. This is happening on several different machines where I have WSS 3.0 SP2 installed. If I try to add the user using STSADM it says operation completed successfully, but the user does not show up in my site collection administrators.

Any help is greatly appreciated.
