I ran the MS Office Diagnostics Tool and that fixed the problem.

Can't edit Excel 2003 file in SharePoint
Users have stored .XLS files on SharePoint 3.0 site, but they will not open in edit mode. When clicking on the XLS file, you are prompted to open the file in Read-Only or Edit mode. User selects the edit mode and clicks OK on the dialog, the file is not opened. When selecting, "Edit in Microsoft Office Excel", the file is not opened. I have Office 2007 installed localy on my PC.
How can I edit and open the XLS file in SharePoint 3.0?

This may be a result of the settings on the sharepoint site itself. Have the administrator make sure the files can be edited by you. Also see if the file has versioning enforced. If versioning is enforced, you may have to download, save the file with a different name then upload the file once again.
