Your permissions will be just fine. The names of your permission groups will stay the same as when you created them. So, "YourSiteName Members" permission group will remain named this even though you change the site name to "YourNewSiteName". The only trouble I can see you having is if people have created manual links to your site. If this is the case and you change the URL, those links will be broken. (Any links that Sharepoint creates, such as links to your site in the quick launch, will change with the URL change.)
