you can use the Content Editor web part... copy & paste your html in there... but that's not really "converting" the page.
you can also try using Sharepoint Designer, which will allow you to edit the code on the sharepoint page. you could insert your html there... although it will probably look strange... because again... that's not really "converting" it.
but to answer your specific question, no. you can't covert a .html to a .stp file

Hi,
that's not possible at all. The only way to get something similar is to put a content editor webpart in the first screen of your site and paste the html in there to get a similar effect, but it won't be the same.
