502 Proxy Error - HTTP requests per minute exceeded - accessing SharePoint 2007

I have a public facing SharePoint 2007 deployement that someone is trying to access from another LAN with ISA 2006 deployed.  They are getting a "Network Access Message: The page cannot be displayed".  Further down the page under technical info, the error reads "Error Code: 502 Proxy Error.  The number of HTTP requests per minute exceeded the configured limit.  Contact your ISA Server admin (12219)".

I'm not real familiar with ISA, but I have been told by the admin of the remote LAN that the requests per minute have been set to 1000.  Is there some other config we can make on the ISA to allow connectivity, or is this a SharePoint 2007 issue?
