ISA server 2006 - How to solve error "unsupported header"?

ISA server 2006 - How to solve error "unsupported header"?

I try without PROXY - proxy disabled on ISA  and server has been restarted.
When I go to to icq web site and try to run icq to go. And ISA server 2006 gives me an error:

The HTTP message includes an unsupported header or an unsupported combination of headers.

The starnagest thing that it is "Web Proxy Filter" that  gives this error.

HELP ME !!!!
