Microsoft ISA Server 2004 Standard Edition Deny and Allow Lists

All,

I have downloaded the xml blocklists from http://www.isaserver.bm/destination_sets.html in particular:

Sex Site URL's ( 1.39MB / 162699 URL's)
Porn Site URL's ( 1.6MB / 214835 URL's) 5 separate sets.
Porn Site Domains ( 4.62MB / 469759 Domains) 20 separate sets.
Advertisement Sites ( 257KB / 32709 Domains & URLs)
Online Dating Sites ( 4KB / 27381 Domains & URL's)
Online Chat Sites ( 3KB / 345 Domains & URL's)
Online Gambling Sites ( 29KB / 3858 Domains & URL's)

I have setup deny rules as follows:

New Access Rule
Deny
FTP, HTTP, HTTPS
Yeo Valley
xml porn urls x 5 and xml domains x 20
All Users

I have setup other deny rules in the same way for the other block lists.

The block lists work and block the porn sites etc, but are finding they are blocking allsorts of websites such as Tesco, Sainsburys, comet etc just to name a few.  Why is this?

Ok we have had a request that a site http://www.voycepullin.co.uk is now blocked and need to allow this.  I setup a allow rule as follows which is at the top of the rule list:

New Access Rule
Allow
FTP, HTTP, HTTPS
Yeo Valley
URL Set for website http://www.voycepullin.co.uk
All Users

This does not work.

Please can someone shed some light, I cannot understand why this is not working? ISA 2004 works by accessing the rules from top to bottom.  So why is it a rule created to allow the website which is before the deny not working?
