ISA 2004 On SBS2003 - Error Code 12206: Proxy chain loop

I am having trouble with ISA server - all of a sudden I am getting an error message :
Error Code 12206: Proxy chain loop
Background: The gateway has detected a proxy chain loop. This condition might indicate a configuration problem on a proxy server.

I think the problem happened after installing ISA SP3 (buit I not too sure if it is coincidence)

I can use RDP inbound and outbound, I can ping outbound - so i know the internet connection is working - it only seems to be for browsing the web.


It is ISA server V4.0.2167.887

I used the connected to the internet wizard in the server console.

There are two network cards in the server
