FTP denies entering to passive mode.

Hello, I am currently on a Windows Server 2003 box with ISA Server 2006, IIS 6.0, Exchange 2003, DNS, and DHCP running. I am trying to connect to an outside FTP server and upload some files. I can connect to the server and log in with no problems. When I go to upload a file I get the following error message:

"An error occurred copying a file to the FTP Server. Make sure you have permission to put files on the server.

Details:
200 Type set to I
227 Entering Passive Mode (66,235,194,153,140,122).
500 Access is denied."

I can succesfully connect to the same FTP server and log in with the same username/password and upload files without any problem with other workstations running Windows XP Professional outside of this network. Every workstation joined on this domain and the server is denied. Is there a rule/filter I have to allow in ISA to make this work? To see the ISA configuration view the attached file or go to www.wesgann.com/isa_config.jpg. There is one more rule that can't be seen in the image but it's the Default Deny all rule.
