web browsing in Pocket PC is extremly slow

I have recently installed two Access Points in my company in order to provide wireless lan (internet connection). 7 colegues of me have dell axim x50 and x50v pocket PCs. The problem is that when I connect via laptop to the wireless LAN I dont have any problems but once I or any of my collegues want to browse via pocket pc the internet is extremly slow. I t takes about severla minutes to download google page while by notebook it takes about 5-10 sec. we have 128 kbps bandwidth internet connection.  The internet is distributed by SBS 2003 SP2  ISA 2004.
I have installed opera mobile for windows mobile 2003 to my pocket pc. No change. The time consumed by mobile internet explorer or OPera mobile are the same.
I thought about installing any program to isa 2004 in order to assign maximum bandwidth priority to the pocket PCs. If it can be a solution can anybody advise proper software for it. Tried bandwidth splitter but it didnt help me. maybe I couldnt configure right settings to it.
