ISA 2004 site-to-site VPN login: domain unavailable

Using ISA2004 to set up to remote sites connected by site-to-site VPN to a main site.

Remote Site A was configured with no problem.

In Remote Site B, unable to logon to the ISA Server with a domain logon, receive the error: "domain unavailable".

But the site-to-site connection is up and operational and the ISA Server at Site B was previously joined to the domain (while connected over dial-up vpn to the Main site).

I've gone over the settings again and again and can't come up with a difference  between Site A and Site B that would account for the difference.

Any ideas?
