Can a configuration file from ISA Server 2004 be used on a new ISA 2006 installation

We currently have a single server installation of ISA Server 2004 running on Windows Server 2003.  I am planning to upgrade to ISA Server 2006 but would prefer not to do an in-place upgrade.  I would like to build a new server with Windows Server 2008 and do a clean install of ISA 2006.  The question is:  can I use the XML file that is created when a configuration backup is created in ISA 2004 and import this file into the new install of ISA 2006?  Will there be any issues with doing this?  Will any parts of the config be missing or need to be manually created?  Anyone with any experience in this procedure, I'd like to know your opinions, advice, etc..
