Isa 2006 " Web Proxy filter failed to bind its socket" error that makes me restart Microsoft Firewall once a day. I don't have IIS or any other app running on this machine

Here is the thing. This only happens once, rarely twice a day. Goes away for a couple of days sometimes.

Windows 2003 server. isa 2006 sp1.
now the port 80 works. even when port 443 is down.
I then have to restart Microsoft firewall.
Here are the errors I get;
