allowing only dhcp clients to server

in the office that i work there are nearly 25 computers connected to the internet. the internet is distributed by isa server 2006, where dns and dhcp is also installed.
the computers get their IPs from DHCP
I made some Police Rules where I limit the time of access to the internet and blocked the download of programs, compressed files, video and audio files  to some computers (IPs). To other special users there are no limit.
Now there are some "smart" guys who (change) enter the others' IPs manually in order to escape from limits and blocks.
Is there any way to make server allow only dhcp clients to have internet connection?
