Live Communications Server 2005 Enterprise not listening on either 5061 or 5060

I am testing our DR Site which is basically a replica of our production site since all the servers are VMs.  In production our LCS is working perfectly fine.  In the DR site that I'm testing, I can't get Office Communicator to connect to the DR LCS server.  Upon further examination, it seems that the server is not listning on ports 5060 or 5061 even though the service is running and everything appears normal on the mmc console.  

every once in a while the service stops with the following errors logged in the event viewer

Unable to initialize protocol stack the service has to stop

and

the service is shutting down due to an internal error
