Configuration issue with Communicator 2007

I am in need of a little help with Communicator 2007. I have done the install and everything shows up as a success, but when I go to add a sip to a user its not an option.

When I go into AD users and computers and right click on users. I dont see the option to enable users for communicator server. Did I miss something?
