Thanks that link had: I had previously tried changing the 'LCservice' account to an alternate domain admin account but had the same results.
The service-specific error code (given in the error message box) is-(which resolves to "The parameter is incorrect").LCS 2003 was completely uninstalled on this server previously, and the LCS2005 setup run without any problems.
RESOLUTION:
Create a new directory and give the account you are logged on with and the service account full permissions to the directory. Then stopped and started the LCS services after setting the Flat File Logging.
--------------------------
The first possibility is the service account password has expired. Change the password and mark do not expire and see if you can start the service. See if the LCS service is set to automatic and not manual or disabled.
I found this in the event log...this server has been in production for two years and we bought the licensing for it. Could it be a certificate issue? and if so how do I update the certificate?
